containers robbery spamming

SuggestionsLow Priority

Add a cooldown for the Containers robbery.

As PD, I just got 4 containers robbery within 2 minutes.

I'm not sure if it's a bug or if people are abusing it. Either way, we already have so many alarm.

I believe the call is currently popping everytime someone fails the hack. There is not a way for two diff groups to be hitting them at the same time.
