Containers not spawning

I've tried twice now in terms of finding my container, the first time the contents of the container seemed to have spawned but without the actual contain on the outside for me to hack nor grind the lock on.

The second time, the container didn't spawn, I beat up some locals and then i was able to find the grinder without even attempting to hack the thing first?

Not sure if this is intentional or not, but i've tried twice now and had a group of 5 people looking for this container which just isn't spawning at all.
