Character Weight Performance

Suggestion Description: I feel like the more heavy items you carry such as a Scuba Gear, Duffel bag that's full of money etc should make your character run a bit more slower or give like stutter breaks when running.

Reason: I feel like this will make it more realistic and possibly fun/people will need to get more creative with what they carry, split items and such along with people not being stupid about holding like so many stuff on them and taking advantage of that.
