Change Prison Commissary For Cough Syrup

Suggestion: I propose that prison commissary is changed so that people can only buy so many per storm to stop people from flying helicopters into what is supposed to be an armed and secure facility or change it so prison lifers are the only way to obtain said commissary.

Reason: Prison is meant to be secure but you hear stories about people flying helis into the prison when DOC "aren't awake" or not at the prison in order to get cough syrup for super cheap. Commissary is also supposed to be super limited so only allowing people to buy 10 per storm would be more realistic.
