change Handcuff picking

Description:

Change the method of picking handcuffs to the lockpick minigame instead of the current rapid E skill check.

Reason: the skill check is excessive for what it is. And in a high stress situation even that lock pick minigame can go arry.

    I cannot lockpick anything to save my life because of something ig. I click S once and the pick breaks and I fail (I hotwire everything) With the new skill check pause, it should be easier to do now. Maybe they can just make it so there is less of them.
