Issue Description: Went to do a cargo run and the van spawned under the map near LA

Steps to reproduce the issue:

1. Get $500 bucks for cargo run

2. Talk to guy to get cargo van

3. Cargo Van spawned under map

What's the expected result? [Spawned near the cargo guy

What's the actual result? It spawned under the map near LA
