Cargo Run cooldown or Limit per storm

Putting a 30 minute cooldown or a run limit per storm on cargo.

Too many times on my cop ive pulled a cargo runner over for either speeding, running a red light or driving on the wrong side of the road and they text, call or radio for backup and instantly swap out.

95% of the time im going to mess with them a bit in the traffic stop and at most ill make them step out and "walk their ass home" as my character would say. Now I could be wrong in how cargo is since I havent played crim in over a year but it seems like people are just insta swapping and going to get a new run which is super boring RP. Especially during shift 3 or the dead hours of the server when theres very limited RP going on for everyone.
