Cargo Peds still not spawning

Cargo peds in certain areas are still not spawning where they are supposed to be. Losing 500$ every time is annoying, especially as a new-ish player.

(this was today, as of this post - after the potential fixes.)

1. Start cargo delivery.

2. Ped doesn't appear after 1 or 2 successful drops.

3. Lose 500$ and cry.

Expected: ped spawns and cleans my money :D

Actual: Ped doesn't spawn and you lose your money!
