Cargo Delivery

So for the cargo deliveries, the one where you get the job from a person near the airport. Yea so the package deliveries i think all work except one, the on in the picture, i was literally right on the blip, yet i saw no ped to trade with, the ped didnt spawn/doesnt spawn, cuz this the 2nd time this happens. And thats 1k down the drain because i cant return the vehicle without completing the delivery.
