Car Stuck In Place after crashing

Description: Followed a chase on a jump from Alta to Del Perro. Car flipped, lost a tire and started leaking and came to rest overturned. We exited to follow the foot pursuit. When we returned, we were unable to flip my patrol vehicle back over. Couldn't flip it, push it, bump it. We even tried to blow it up. It was just stuck in place. After bumping it with another vehicle it would return back to the original position.

Reproduction:

1. Car flipped over and crashed

2. Unable to flip car upright

3. Unable to move car without it returning to original position, stuck to roadway on Del Perro Fwy

Expected behavior: Should be able to flip vehicle back over to tow it.

Actual behavior: Vehicle was stuck upside down.
