Can't mug locals

Description: You pull a gun on a local and they don't give you anything.

Steps:
1. Find Local
2. Hold up a local with a gun
3. Wait until they give you stuff

Expected Behaviour: You're supposed to get things from them.

Actual Behaviour: The 'mugging' progress bar doesnt move and They don't give you anything.
