Cant lockpick cars when power is out

I started a D boost, went to the car and lockpicked it multiple times but kept getting the locked animation when i would try and enter the car, after about 5 tries i was going to give up, power turned back on and i decided to give it one more shot thinking theres no way power has anything to do with lockpicking a car….and guess what? first try it unlocked and i completed the boost.

hopefully this isnt intentional, as there is no reason for power to the city to not let you break into a vehicle.
