Cannot Delete bank account

Went to withdraw money from a bank account and was unable to withdraw the entire amount because of the cents. tried to take out 2500.99 but can only take out 2500 leaving the .99 cents trapped forever unable to be removed. Unsure hoe cents got added to the bank account aswell
