Bring back ragdoll when spam jumping

Reason:
Its currently against the rules to spam jump and ever since rag dolling after spam jumping to removed I have seen a substantial increase in people spam jumping while running. Sure I should report them but I would have to report so many people and its too much of a chore and the rag dolling feature previously prevented that behaviour

Context:

Few months back when ever you jumped too fast in a row your character would rag doll and fall over. This feature got removed a few months back,
