Booting cars gives same car to boot

When taking job to boot cars for city. Sometimes it will finish a job, and direct me to boot the car I just booted.
It will EVENTUALLY say the moved the car, and give me a new one. But at times can take 10-15 minutes before it picks a new car I can boot.
