Boost not spawning

Seems like being at the front of the line for boost queue is causing some vehicles not to spawn. I have had 2 C Boosts not spawn after being in the top 3 waiting in queue's after a storm. Both being the same location of Sandy Scrap yard.

Steps would be:

• After storm log into server and queue directly into a C-Boost.

• Accept boost and add your hacker

• Travel to pickup locatioin (Sandy Scrapyard)

• Look for vehicle (never to be found)

I have be given the spawn location of Sandy Scrap yeard twice now by doing that and the car never shows up. It was 2 differnt cars.
