Boat Rental at the south side docks area

Reason:

Everyone tends to boat swap around this area whether it be jumping off at the big bridge or sending their car into the docks near sideways. With that the closest dock for PD to rent a boat to counter this and have any chance of keeping eyes is either at Del Perro Pier or the Gordo Lighthouse. I think that it would be very handy if there was an area around here to rent a boat to counter this issue that has been plaguing chases for the past 2 years or so
