Boat anchors are not working consistently. Even with the engine off, I cannot anchor 90% of the time. I've tried the speeder and the dinghy from the boat rental place and had issues.
I’ve had the same issues when trying to anchor the boat with the /command but it seems to work better when you turn the engine off and use the anchor option in the F1 menu.

Have you tried using the boat anchor via the F1 menu?
