Premise: A new job that allows people to “buy” cars from farmers and ‘local storage units’. The cars will need need major work but can later be sold for a small profit or even become personal cars (legal version of vin scratching?).

Detailed idea: This would be a new job that ties into many other aspects of the city.

A person could find a farmer or go to a ‘local storage unit action’ to bid (loot box style?) on a car.

The cars found in the country would be limited to the ‘old muscle cars’. While the city storage unit cars would most likely be limited to more modern but lower end/cheaper cars.

Once the vehicle has been purchased, they would need a tow truck to pick up the car (as it would be undrivable) and have it delivered to a location like a ‘local repair shop’.

Next people would need to do legal scrapping to gain certain parts that would be required to ‘fix’ the car.

Once the car is ‘fixed’, they would then be able to place it up for local auction to be sold for a small profit OR they could have the option to keep the car but then they would need to go to TUC or LA to ‘register the car’s paperwork’ (Which would cost a percentage of what a brand new version of the car costs), which would be like a legal version of vin-scratching.

This isn’t a fully thought out idea and other suggestions or ideas are more than welcome to flesh this out.
