Automatic lowering of the "Pop density / variety" when racing

Something that makes the pop density / vaiety settings to 0 :
- For every racer in the race once the host starts the race

-To people that are in the radius that says that they're not to far to start the race, even if they are not in the said race (Allowing for passenger princesses to not create traffic either during the race).

Since locals are player based spawning, lowering that for everyone would be the right move to lower the amount of ghost locals when racing. It could or couldn't be put to mid / high after the race is ended.

Also allowing slightly higher FPS and maybe avoiding game crashes (But that's a maybe, I ain't no dev)

Generally speaking making the racing experience better because way less ghost roaming around the track to jump on your neck
