Allow Repair kits to patch fuel tanks.

Description:

Add the ability to patch/repair a leaking fuel tank of a vehicle to repair kits.

Reason:

Once the fuel tank starts to leak, there is nothing you can do but hope to get to a mechanic and that your car exhaust doesn't ignite it.

Repair kits currently can fix flat tires, replace a whole wheel, get a car that is completely out that may have also even been on fire.

    They do patch fuel tanks, at least on certain cars/bikes. My Double-T is constantly getting a ruptured fuel tank, and the repair kits do just fine. They also worked for a ruptured fuel tank on a Dune Buggy.

    I was of the understanding repair kits can fix about anything ***except*** missing tires.
