Allow Planting using the furniture tools within property limits at personal homes

The new trees and plants looks so nice! Something Astrid and I have been doing at our personal property is planting potatoes to fill our planter areas to fill out the front area.

Brought up the idea, maybe make it so people can plant plants and whatnot within the house limit when they own a home?

Unsure how it would work, just really a cute idea imo
