Allow paint Thinner to be sold to the recycling NPC

Description:
When you often go to the recycling NPC at the garbage collecting job on alta street , you can sell him a bunch of scrap that is found in dumpsters and barrels . But you can not sell him any paint thinner .
Reason:

Almost all scrap found in barrels can be sold to the recycling guy , It would be nice if we could also sell him the paint thinner . This item just stacks up and up and I often throw away what I don't use .
