Allow access to certain items at Local Ammunations for people without weapon licenses.

I suggest when the current weapon license check prevents them from accessing the shop and states they don't have a license, to instead open a store menu of items they can legally purchase.

Keep the successful license check and shop the same items as now.

Reason:

Currently they have no access to purchase basic melee/class 0 weapons.
