Allow 2-3 Vin Scratches

On cop side people are turning their vehicles in which seems strange to me from an RP perspective. On the crim side there isn’t much to spend SVC on aside from racing things and the one vin you ultimately bid on as your one and only VIN scratch. I think originally it made sense when boosting was released to give everyone a fair shot at owning one. But raising to 2-3 itself would help drain SVC out of the eco and give people more options.
