Alert to Response to a /311 or /911 call

Make it easier for those putting in a /311 call or /911 call in. I have heard from a number of people of when they put in a /311 for EMS they have no clue if someone is on the way. Yes You can reply to a /311 call in the MDT but someone might miss it and be unsure if someone is coming

I suggest adding when someone attaches to a /311 or /911 call (limit to the first person to prevent spam) It alerts the callers phone similar to a text message and states "A unit is on the way"

This would help a ton to know if someone has to wait there for a unit or if no one is gonna come and they can for example take local doctors if no EMS respond
