Adjust 30 day car sale restrictions

Description:

Allow the sale of cars before the 30 day mark.

However, doing so only allows it to be sold at the base value.

At and post the 30 day mark, allow the current % system.

Reason:

Allows the sale of unwanted cars but prevents exploiting the Taxes.
