Add the ability for businesses to turn their blip on/off on the map

So, currently in the city, all businesses are consistently highlighted on the Map/GPS. This feature is beneficial because it provides easy navigation to the desired business location. However, over time, familiarity with the city leads to a diminished reliance on Echo's map for knowing location of businesses.

What if we introduced the option to toggle the visibility of the business marker? In-character, we can term this action as 'turning the light on or off.' This would allow businesses to selectively activate their blip/light when open, providing people with an immediate indication of accessible places. Some establishments, such as record companies or photo studios, might choose to keep their markers always on.

Implementing this feature would help people quickly identify open establishments, especially when no advertisements are present. Realistically, I can't identify any downsides to this optional feature.
