add backpacks that have reduced weight and capacity

Add smaller bags as an alternative to the duffle bags.

Reason:

There are several smaller backpacks and purses that could make use of this feature and I'm sure people would like to have this option available as opposed to a bulky dufflebag.

But prevent use for heists and not allow long guns to be hidden by them as balancing.

Possibly add the function of where if a duffle bag is present along with a small bag in pockets, it overrides the small bag.

Also add the function to have a function similar to /setbag for desired style.
