Add a second hospital in Sandy or Paleto

Suggestion Description
Add a second hospital to the map, in either Sandy Shores or Paleto Bay.

Reason
One of the key reasons the Northern part of the map is under utilized and rarely sees any traffic is that if you go down, you are forced to travel all the way back to Pillbox Medical for treatment.

If you go down while in Paleto or Sandy or the surrounding areas, you need EMS/PD/a friend or if you're extremely lucky a random passer-by to stop what they're doing and drive all the way to you and then back to the city which can be an extremely lengthy process and disruptive to whatever RP was already going on. It's a deceptively long trip, to the point where EMS or PD will even bring out helicopters to airlift people back to the hospital because its such an unpleasant experience shuttling people back and forth.

By having a hospital in the Northern part of the map that problem is entirely alleviated. As far as staffing - EMS could choose to staff either site or both sites if they have an influx of numbers. Or if the desire is to only staff a single hospital, a second set of staff could be recruited for it (similar to how PD have multiple departments). If there are insufficient EMS to staff both at the time (maybe multiple injured at both sites and only a handful of EMS available), then the Northern one could just use the local doctor for check-in / treatment.

I think if there is a serious desire to improve RP in the north (which there seems to be with all the businesses popping up there) having a hospital is a key stepping stone to making that a reality, no one wants to spend 10-15 minutes getting there just to go down and spend another 40 minutes getting transported/treated/transported back.

Additional Context
I've gone down up North to some legitimate things and then some random stuff (getting hit by a local who's going nuts on Great Ocean HWY or falling off a BMX and dying) and every time the worst part is having to drive all the way back to the city, get treated and then drive all the way back.

There are multiple police stations, car rentals, mechanic shops, gas stations, 24/7s and restaurants around the map with a lot of them up north to fulfil convenience and stop people from having to trek back and forth to the city - it makes sense for medical services to be added to that list as well.
