Ad Priority not working

Description: The 1-hour option for $5,000 on YP doesn't last for a full hour



Repro: Buy the $5,000 option, wait 30 minutes, and it won't be at the top anymore



Expected Behavior: The ad is up for an hour at the top



Actual: Not at the top for an hour

(Ad is not highlighted or at the top of YP, when the option was purchased as soon as it was posted)
