Ability to obscure/tamper with spy cams.

I think a great way to add RP would be to have an ability to temporary mess with spy cams to obscure or disable their view. I also think it could be implemented at a couple different levels based on risk.

For example, similar to the Burger Shot bag feature as a blindfold, you could use it to cover the camera and its view for x amount of time until the wind blows it away or something. Low effort, but higher risk because camera owners could check and see the bag over the camera and know something is up.

Alternatively, with more effort like hacking, you could do something like freeze the current frame for x amount of time. Camera owners would see the last recorded shot that was frozen. It looks a little less suspicious than the bag, thus the extra effort rewards you with a less risky result.

I'm sure there are so many other ideas along this line, and with whispers of PD surveilling certain crime areas or gangs observing blocks, I think this could open up a lot of little alleys of RP possibilities.
