((Warning: I'm not a technician so I can't explain in depth how everything will work.))
There could be a separate job for answering calls and passing emergency calls over to an On duty SASP, EMS, etc. as a dispatch.
If that's not an option then another option is to have two or three separate service numbers for all departments: EMS, SASP and DOC. Through those departments, a script/system can log all Emergency service members on a data base. Have the system programmed to be called only on duty staffers. Off duty employee's numbers will "clock out" of the system until they "clock back" on duty (however that can be done through a computer, menu, etc.. to trigger the script command). It's up to the employee to take the call and be dispatched. If they're busy, maybe not answer? It can be a first answer, first serve basis.
We can go a step even further and have the caller's location auto-PING'ed up calling (in case they have no way of know where they are). I don't know.
I almost forgot that radio's exist. Why not use those EMS, DOC or SASP channels and link them to the service numbers people can call. One person can answer and only one person can speak to the caller. The conversation can be broadcast across radios specific to a department. Even better, the service numbers can use multiple radio channels to forward calls to other on duty emergency service members!
I think that's three whole ideas there!
Reason:
A 911 call system could be a huge necessity to expand on roleplay in all aspects! No matter having to awkwardly pretend you're talking to a pretend EMS that may or may not come to save you! It would bring some immersion back to medical RP! I don't think I even need to elaborate further what this could do for the server as a whole and possibilities after.
Additional context:
My curiosity because I've never played on a server that didn't have a working 911 call system. Not saying that we should be like other servers but we can be progressively different while staying true to the quality RP that we all deserve.
