/311s disappear from the MDT

Description: /311s disappear from the MDT within a minutes, sometimes even within 20 seconds of coming in. Unsure if this applies to /911s

Reproduction:

• Have a /311 sent to mdt whilst its closed

• wait a minute or so (the time will vary from seconds to minutes)

• the /311 would no longer be there

Expected behaviour: the /311 remains

Actual behaviour: the /311 is deleted

I have labelled this as high priority. This is because, as a paramedic at EMS my job is mostly to respond to /311s and /911s outside of patrolling. If these /311s are getting deleted, I cannot go out and help people. I can't find them and essentially end up as a sitting duck. Same with if I'm having to reply to a patient via a /311 - sometimes I can't because the /311 is deleted.

This severely limits me to do my job if the calls get wiped. It's the equivalent of PD not receiving calls on the MDT
