Spike Strip improvements

Suggestion Description
Make spike strips weigh less and make them auto-despawn after X amount of time being placed.

Reason
Make them weigh less:
Spike Stripes are currently quite bulky, when you consider the average PD has to carry armor, ammo, repair kits, food/water, evidence tools, weapons, etc and then also need free space to search suspects and seize evidence (weapons/drugs/etc) - they run out of inventory space quickly.

Also consider the fact that even if you do have room to carry one or two sets, you only get one or two goes - if you miss the spike (which is extremely easy to do), that's it until you return to the armory and buy more.

People always say they don't like Police PITing at high speeds or code ambering, spike strips would resolve that issue - just most police don't carry them because they weight too much.

Auto-Despawn after X amount of time being placed:
Another reason people don't carry them is because half the time when you place them down, you cannot pick them back up. This means they sit there for the entire restart, then we get spammed with angry people upset that broken spike strips have been left somewhere when in reality we can't do anything about it.

Deleting prop does not work, picking them up does not work, having someone else try to pick them up does not work.

There is no error message, F8 message or other indication as to why this happens, but it does pretty regularly happen.

I think if they were just auto deleted on the server-side after 3-5 minutes of being down it would make everyone happy.
