Speed Limiter Changes

Speed Limiters should be closer to how they work in real life, and be adjustable up and down in increments.
My first suggestion for this is having it done like some real cars handle it, where you can lock in at any speed, and then if you adjust up/down it rounds to the nearest 5.
Examples:
Lock in at 36 -> Adjust up = 40, Adjust down = 35
Lock in at 83 -> Adjust up = 85, Adjust down = 80

Second suggestion for an implementation is having a section in the F1 menu where you can quick bind certain speed limiter settings, say, having 5 slots which you can custom bind to any speed limiter setting.
Examples:
Slot 1, bound to 50mph, if you hit it at >50mph your vehicle simply won't accelerate until you hit 50 at which point it acts like it does currently.
Slot 2, bound to 70mph
Slot 3, bound to 93mph
So on

Third suggestion is having it increment in blocks of 1, rather than the nearest 5, this should be easier to implement, and require less coding overhead for the implementation and edge cases.
Examples:
Lock in at 74 -> Adjust up = 75, Adjust down = 73
Lock in at 37 -> Adjust up = 38, Adjust down = 36

The best case scenario would likely be a mix of suggestion 1 and 3, where there are two seperate buttons that adjust by blocks of five (or to the nearest five) and or by one.


Reasoning behind wanting the change:


It is excessively hard to lock the limiter in at a proper speed, especially with certain vehicles that accelerate fast at differing speeds.
Riding in packs in an MC, following the speed limit in the city/on the highway and other things involving driving at a consistent speed are made very hard by the current system, especially in areas involving lag where hitting the speed limiter while accelerating to try and lock in at, for example, 40, will lag for a period of time that then locks in at 43, 45, or under if you try to correct by hitting it early.
This is made even worse by vehicles that accelerate fast.


I don't believe this is a high priority issue to take care of, but it would be a massive QOL change, especially for MC pack rides, and generally trying to stay below the speed limit (even if most people don't exactly try to do that).
