Robbing Locals

So running into an issue when robbing locals. Now I’m not sure if there is a timer involved that I wasn’t aware of. How ever when running up to a local with a weapon and going through the motion of robbing they just freak out and run away. Once in blue moon one will do the animation and be robbed. It is making it very difficult to get a coupon when 1 out 20 locals are able to be robbed.

From how I was taught.

1. Run up to the local with my gun/knife

2. Point at them with the weapon they put there hands up

3. Wait to get item and then take

4. Repeat to get coupon
