Rework prison ankle bracelet mechanic

Suggestion:
Rework prison ankle bracelet to act similar way to boost trackers. If an inmate escapes prison:
1. Pause their sentence time - while outside of prison
2. Activate tracker - while online & outside of prison
3. Send similar tracker ping to boosts. Maybe cuffs icon?
4. Keep the existing mechanic where tracker can be "removed" by DOC/cops.

Reason:
I understand why we have the current system, but it's a bit weird when they just teleport back into prison.
Not everyone knows about this teleport back either, which then leads to very awkward RP situation processing this person that just got teleported back in after breaking out.
If we reworked it to something like a boost ping tracker, then this person can be hunted down instead, making the scenario WAAAY less awkward.
