Reduce vehicle damage from jumps

Reduce the damage cars take from jumps, including tires.

I had just picked up this car and a small jump like this just basically wrecked the car, ruined the engine and made it leak fuel.
I've also had similar things happen where tires just pop from small jumps aswell, which is equally annoying.

Why? Because having your car ruined from something small like this is not fun at all, sure it might be realistic but gameplay-wise it's just not good.

This happening when I'm just driving around is annoying, if it happened during a chase it would be really bad and would have just made sure I had no chance of getting away.
