New and Improved Store Robberys

I know a lot of people have mixed feelings on stores but hear me out on this as I have put a lot of thought into this and to help solve both parties issues.

Improving store robberies and progression in crime in a way that cops are not going to be held up with like before, criminals that are not apart of gangs can have a chance at progressing to higher jobs and more interesting for all

Reason: Store robberies were a major role in low tier criminals and cadets gaining experience in a user friendly heist. Both parties were able to learn how to negotiate with hostages, a chase and allowed for the chance to progress to better jobs. Stores were the perfect way for newer people in the city who were not apart of a gang with 10+ people to be able to find one other person and have a mini heist feel.

Before I begin lets talk about the pros and cons pre and post store update

Before:
Cons

1. Cops felt overwhelmed because of the constant hostage situations. When there was a hostage situation, this job became a priority and sometimes making cops have to leave a scene that was less priority for it.
2. Stores took too long to "get going"
3. A lot of hostage taking (Which in my opinion, is actually a pro so itll be added there and explained why)

Note: Stores pre update, were 30 min cooldowns and required a safe cracker tool that you would just buy from the store

Pros
1. Gave out white encrypted sticks. (This naturally became the progression. I dont think this route was intentional by design but this item was needed for paleto so many smaller criminals or those not in gangs would trade white sticks to gangs for their laptops to hit banks which created an avenue to fleecas for newer people)
2. Experience (Many Cadets, criminals used stores as a way to gain experience with driving, negotiation, communications, escape plans and for criminals too, TRUST. This was a major way that many people would earn ones trust and tighten the bond of friendship
3. FUN. While yes, some stores were not fun because of the small minority, many were. Some store robberies made cops/criminals days better with interesting demands, escapes, interactions.
4. Hostage taking. (This created a culture in Los Santos that I feel is actually good. It felt like a dangerous city. People wanted to move out of Alta and get established somewhere. There was ALWAYS something going on. Even as a hostage myself, it's been funny.

Post update:
Cons

1. Store robbery is not satisfying
2. No chase. By the time one person hits a store and cops arrive, they are gone. Cops no longer respond to these calls
3. No longer a progression to fleecas
4. Small 2 person heists no longer exist. (Houses have become the new small person heist but its not the same as stores) We can have both
5. Many cops have expressed at times that its "boring". There isnt much crime going on, especially during low populated times. It's just mugging, drug sales and houses. All of which, people flee before the cops arrive.

Pros
1. Less "priority" calls for cops which allows them to do other forms of rp like traffic stops and the varies other scenes created

Now here is how we can make store robberies amazing to satisfy lower tier criminals and cops. I have two concepts, one that requires a hostage and one without.

Idea (No hostage needed)
1. Lock pick the register for some clean cash with a chance of getting a pin code.
2. This pin code only shows for 3-5 seconds and be 6 numbers. You have to remember the pin code and use a "safe cracker" on the safe in the back
3. If successful, the old store hack prompts but just the 1 through 20 numbers hack. This hack isnt cheatable and it was funny how many people could "complete" the paleto hack but not a store hack.
4. If successful, you get dirty cash. (4-8k with a small chance of getting a "Black encrypted stick". Similar to the boosting currently except black. Make the "wait time" to get the money, 2 mins. (Previously 3-4 mins)
5. This black stick is then taken somewhere to spend EVC (500-1000) to create a Fleeca USB. (EVC is easily obtained currently so this could help with an EVC dump)

Now where does one acquire a "safe cracker"?. Take it out of the shop and only allow it to be obtained through selling furniture from houses. Similar to another device in the city. When you sell the furniture he may ask you if you want something else. It'll cost $2,000 and give you a safe cracker. This creates a money dump for the economy and also a potential double your profit scenario if successful. Safe cracker could be a 1-2 time use and last only 2 weeks.

Numbers can always be adjusted as far as drop rates etc to seem fit.

Cooldown: 30-45 mins and only allowed to hit at night. I think 30 is fine given that they will not be hit as often because the items required are not as easily obtained and the night time. This will alleviate even more pressure on cops and make criminals have to "figure" things out more.

Alarms: If you fail any of the hacks, an alarm is tripped. So if someone fails the register lockpick, cops are called and they can either try again or run away. Add a silent alarm for a small chance cops are called. The silent alarm creates a "holy shit" moment and is always funny for both parties.

Pros to this idea:
1. Brings some very unique experiences for store robberies
2. Adds progression for criminals who arent as established or backed by gangs
3. Creates a low tier 1-2 person heist. (I would argue that there is a large demographic of people who do not roll with gangs 10-30 deep and when they fly in, they only really hang out with 2-4 people, given those people have flown in. This will also open up a potential route to meet people. Almost every one of the guys that hang out with me, I met them by randomly taking them on a store robbery
4. Alleviate some pressure on the black market for USBs. With the proper numbers, this will not get rid of the BM and we shouldnt of course but itll help solve the issues of progression for those not in gangs, have a BM password as the password is now "personalized".

Cons:
1. Some people may still get a hostage but some people may take their chances and allow their roleplay to get them out of the sticky situation. (Again, I think hostage taking is a good thing but needs to be controlled so its not out of control)
