Make Vangies great again

Bring some life to Vangie's. Here's a slight change that can be brought to vangies so it's hit again and those with the power to make thermite can get more roleplay with their benefits.

Vangies Changes
1. Only hittable at night
2. Require one thermite on the door
3. Remove Laser hack BUT lasers will turn on at X amount of time to encourage 4 people to get the entire loot. Example: If it takes 3 people (1 guy on the job has to hold the hostage) to smash the cases 8 mins then the lasers will turn on 8 mins and 30 seconds upon completion of the thermite. This is to encourage 4 people for the job.
3. Alternative. Upon completion of thermite, lasers will activate in 3 mins unless completion of current laser hack. Once completion of thermite hack, it will reactivate in 8 mins 30 seconds.
**Additional**
4. Take Vangies off Linkup and have the cooldown 1 to 2 hour cooldown. You know Vangies can be hit by checking the door at night. If the door is locked then you can hit it.
5. Keep current Vangies payout the same

Reasons:
- Current payout for Vangies is extremely low, the laser hack + thermite hack makes Vangies a more difficult hack than a Fleeca and the time it takes to run big pawn + cargo makes Vangies not worth it to be hit and is the reason no one does Vangies anymore.
- Currently only specific gangs can make thermite so if you are not in a gang or not "one" of the gangs with that ability then you are forced to buy the thermite. If you do however buy the thermite and successfully get away, you make -$8,000.
- Taking it off linkup app and making it have a set number of required cops available (or cops not on calls like linkup app does) brings a different type of conflict RP and gives criminals looking to do their first low tier heist.
- Currently during main storm, if you do not fly in at the start of storm, you are very unlikely to be able to queue for heist as the queues get placed on hold and full of people so this change to Vangies will give crims a new avenue of hitting a job without queues to a fair first come first serve system.
- This will bring more roleplay to the gangs that have the ability to make thermite as the value of thermite now increases
