Make it you are unable to equip a scuba suit while moving

Reason:
Scuba Swaps seem to be an easy way out of a police chase and even to avoid any role play with officers and lately it has been pretty cheesy. There have been tons of small crimes such as traffic stop 10-80's and people selling drugs who after a small chase will get out of the car, run in the circles around cops and still be able to put on the tank and jump in (clip of this below). I think that something as complex as a breathing apparatus to help you breath under water should require your character to probably be still to equip it.

Additional context:

Just like when you rent a car, your character should be forced to stand in one spot and if you move it cancels the scuba being put on.
