Inmate accessible Dr when no DOC around

Having a NPC Doctor be more accessible for inmates when no DOC are around.

This was suggested by Cutie_y about 5 months ago, but I'm going to revisit this.

Currently the only way inmates can get "treated" is to down ourselves fully and then take the local EMS at the end of the timer if no DOC are around, it's annoying to do, leaves inmates open to being robbed by others while waiting for the timer and local inmates love beating you up while your down and maxing out your stress (been here twice, not fun!).

Having an inmate accessible Doctor will reduce the need for us to down ourselves fully, specially if we are only at half health and need treatment and dont want to throw ourselves at buildings/local inmates to remove the rest of our health just so we can get treated, its not fun having to do that (at time of writing this I had to go to the upstairs workshop, jump and flop to incap myself just so I can heal).

This would be a Major QoL improvement for prisoners when no DOC are around.
