Inconsistent car despawning

Cars despawning at inopportune times

Now to preface this, I know this has been an issue for a very long time. As long as I've been in the server (almost 2 years). I'm not sure if this is by design or if it's a bug in the coding that can't be fixed or is just not being looked at. When planning a job it is helpful to have a backup car placed somewhere in case it's needed, but it's a risk to even do it because it's unreliable server side to leave a car anywhere. You can show up and the car wont be there meanwhile you have to pull out your phone then track it and hope it didn't teleport back to your garage, all the meanwhile you have cops hot on your tail. In other servers I've played on, for instance PMA or Nopixel, you can leave a car in a spot for the entire storm with the engine on and it's position will not deviate unless moved by another player or reset brings it back into your garage. I was just curious if this will ever be fixed or if the development team doesn't have the want or need to fix it, or if it was simply just by design.
