Improve crime progression to fleeca's with the use of stores

This is a very detailed suggestion, piggy backing a little off my previous store suggestion that was implemented and how we can improve criminal progression ever further

Before I begin, I would like to say THANK YOU for listening to the criminals over the last few months. We have all noticed you all engaging in conversations, entering peoples streams and asking them what they like and dislike and how to improve. Crime has drastically improved from where it was a few months ago.

These are some points I want to touch on with this suggestion
- Improving smaller group criminals experience
- Build on the LEO and criminal RP for the smaller tier/groups
- Improve the progression tables for crime
- Build off the current store script
- Give a small group heist
- Keep cops from feeling overwhelmed with calls

Here's my suggestion

Issues we see:

The current store script is a nice script and much better than when we just held the clerk up. The issue with stores are that the payout is not good, the global cooldown for how often a store can be hit is too long. So it feels rewarding when you can finally hit it but then after seeing the pay it kind of kills that. This makes safe cracker tools a little less valuable as I can almost never hit a store now and the stores I have hit have had zero cop presence.

The black market is unique and exciting. I do not think getting rid of them should happen but over the last year, talking with hundreds of criminals. We have all seen the inconsistencies. One week they may be on point and then nothing for a very long time. 3am est calls, never in the city during prime times. It becomes a major let down when you get excited to see a USB in stock and spend 8 hours in the city to not get a phone call. This has happened many times to not only me but many others.

I think now is the perfect time to bring store robberies back with a hostage. Ive spoken to many cops and criminals and I know some cops are in favor and miss them and some do not. For the reasons they DO NOT liked the old stores is because of how often it was hit and taking them away from boosts and other unique cop RP but I have an idea to keep cops happy and make criminals happy as well.

Keep the current store script. Its great. Bump the pay to 6-10k RNG. (The RNG builds dopamine. Sometimes you make great money, sometimes you dont.

Allow either a Fleeca USB to be dropped with a 5% chance drop rate from the safe or some device that can be taken to a location (Humane Labs, Big Bank etc and spend 1,000 EVC + 15k cash to a local sitting in a chair behind a desk at the bank? (Keeping this process more expensive than BM to give BM the better value) to turn into a device.

How long it takes to complete a store robbery is perfect as trying to punch that damn number in can be a joyful bitch sometimes lol. This will give enough time for cops to arrive as it's taken me usually 5-10 mins, sometimes more just mixing and matching.

Global cooldown of 30 mins but here's how we keep it from overwhelming cops. The safe cracker tool, 2 time use and expires in a week. Reason for two times, sometimes you mess up that hack. The main reason stores were hit as often pre spring update was because how easy it was to get a safe cracker and how long they lasted. Right now the current drop rate and price of safe crackers is perfect. The issue is they last for ever and their "usage" rate isnt there. So every time I am offered a safe cracker, I just dont care. This makes this not really a money dump.

This will make safe crackers very valuable and improve the criminal to criminal sell market for safe crackers and Fleeca USBs as some groups will never plan to hit banks but still want to experience that chase and interact with other gangs/criminals by providing them with items. This will also give smaller groups a small chance to begin their progression to the keys which opens up more

Right now, trying to hit stores, it feels impossible and a dead end. We get nothing unique from it. Bringing that dopamine effect to jobs I think is experience important ("What am I going to get next". "Are we going to get X this time".)
