House robberies when no cops around

I queued up for a House robbery and got a job. When I got to the house I got the message 'Not enough cops around' and couldn't lockpick the door. I agree that we don't want people robbing houses without enough cops present but would be better if you would not get the job at all from the queue if not enough cops are around.

Additionally, you will get a 'Because you didn't rob enough items, you get a negative rep' message.

How to reproduce:
1. Queue up for robbery
2. Get a house to rob and accept it
3. Get to the house and try to lockpick it
4. Get a message that you cannot lockpick the door due to a lack of cops
5. Lose rep since you cannot get in

Expected behavior: Stay in queue if there are not enough cops
Actual behavior: Get job anyway, but be unable to lockpick door and lose rep afterward
