Hitman/Gang Contracts
I was thinking that a hitman contract system might be an interesting revenue idea for criminal based players. The contracts would solely be on NPC's and not players and they should only be accessed similarly to how boosting works where you select the tier of target to assassinate. I know people would argue this isn't RP to an extent however people are paid for these type of services and with it being GTA I'd say its not out the realm of possibility

This is all possible in RP. No need for NPC's to remove from the RP

I dont know how I feel about this. The stereotype around this is that these people get paid a fat sum of money for this and we all know thats not happening because the economy. So getting paid a small amount just to go kill a local just seems not worth it. Plus what RP would this provide other players or cops? Locals will just disappear after a while and even then, I can already see people complaining about Capital Murder charges over a local. I dont think this is going to happen if I'm being honest.

Could also add a dealer similarly to the hunting for a hitman specific job so it can only be used on the NPC's
