EVC things combined with housing options

Reason for the suggestion - if people are farming EVC and do not do any jobs that requires them to spend then it is highly pointless for them to just stack up over time,, for someone who doesn't do many jobs and hits houses most of the time something like this could be beneficial, for example a few blocks don't like their houses being robbed ( which is understandable if lays on their turf) as their rep could be affected or if its a area that they don't want to do then having the chance to re roll using EVC maybe a limit on per storm? I don't know you be the judge of that

I am normally seeing everyday ads that people are selling their EVC/SVC so maybe give more variety for everyone to be able to have a way to spend it more on other stuff SVC is for boosts and also racing scene but no where else that I can think of uses that
