Drug Runs to be added back

Suggestion Description:

So I was reading general feedback and realised that there was nowhere/ no job to add the drug runs back into. I was thinking about the old system and how you needed a certain X reputation in drug selling to even queue for the job. So what if the new way to get the drug run sim was the have X amount of rep in drug selling and one of the locals has an X amount of chance lets say 5% chance to offer you something in return for $X which would be the sim card.

Reason: Drug runs were a fun heist to hit for every group who wanted to. Like mentioned in general feedback. Its one of them heists which cops would expect the criminals to shoot from. It would clean up some of the calls where cops who dont like to shoot dont have to respond (unless needed) and the people who want to can. This was a very fun call for both parties before the update.
