Currently ATMs are hit on cooldown (safety mode off). So much so that some criminals are sitting at them waiting their turn for sometimes hours. This means that the only interaction that player has in the city is buying notes. The global cooldown for ATMs is made with good intentions, and the (loose) note market has improved from the buff, but the the hack is too easy for police response time and they're always too busy with boosts or bank heists which in theory (economy not included) defeats the purpose of the cooldown. I don't know what the fix is. Maybe an adjustment to the rewards is necessary, but the value of the notes should translate.
